Every supplier request is frozen at the moment you send it. Approvals, declines and resubmissions are logged. EPR submissions are immutable snapshots with a difference view. Understanding the regulation
What is the PPWR (Regulation (EU) 2025/40)?
The Packaging and Packaging Waste Regulation (PPWR) — formally Regulation (EU) 2025/40 — is a directly-binding EU law governing how packaging is designed, classified, labelled, reused and reported across all 27 member states. It replaces the former EU Packaging Directive (94/62/EC), and because it is a regulation rather than a directive it applies uniformly in every market without national transposition. The PPWR entered into force in February 2025 and its main obligations apply from 12 August 2026, with further duties phasing in through 2030.
In short, the PPWR turns packaging into a per-market data and reporting duty — covering recyclability grading, recycled content, harmonised labelling, reuse, deposit-return marking and extended producer responsibility (EPR). PPWR phase-in timeline: the key dates
The regulation on packaging and packaging waste does not land all at once. As of 2026, the milestones that matter most are:
- February 2025 — entry into force. Design conditions for reusable packaging become binding.
- 12 August 2026 — general application. Restrictions on certain PFAS in food-contact packaging and on heavy metals take effect, and Declarations of Conformity become required.
- 2027 — extended producer responsibility. EPR registration requirements and member-state penalty rules apply.
- 2028–2029 — labelling and design. Harmonised material-composition labels, empty-space limits, and reusable-packaging labelling with QR codes are introduced.
- 2029 — deposit-return. Deposit-return systems and a 90% separate-collection target for single-use beverage containers activate.
- 2030 — recyclability and recycled content. Recyclability performance grades, minimum recycled-content targets, packaging minimisation and restrictions on certain single-use formats take effect.

What the EU PPWR regulation requires of businesses
Under the EU PPWR regulation, every company that places packaging on the EU market must be able to show — with data — that its packaging meets the standard. In practice that means:
- Classify every packaging as primary, secondary or transport, because the level drives which EPR category applies.
- Prove material and recycled content with figures backed by supplier certificates.
- Grade recyclability on the harmonised A–E scale that modulates EPR fees.
- Label and mark packaging with sorting instructions, resin codes and, where relevant, deposit-return marking — with per-market overrides.
- Register and report EPR in every market, by level, material and recyclability tier.
- Tell consumers how to dispose of packaging through clear take-back instructions.
Because the packaging and packaging waste regulation EU sits alongside other product rules, the same packaging data also feeds neighbouring obligations — from the Digital Product Passport and EUDR to CSRD reporting and existing extended producer responsibility schemes.
